The Directorate General of Regional Development at the Ministry of Home Affairs together with KOMPAK considers it necessary to develop Monitoring and Evaluation Guidelines for the Implementation of Minimum Service Standards. This guide is an implementation of the duties and functions of the Directorate General of Regional Development in coordinating the implementation and fulfillment of MSS as regulated in Presidential Regulation No. 11 of 2015 concerning the Ministry of Home Affairs. This manual operationally aims to guide the monitoring of MSS implementation, guide the process of controlling development plans, and guide the evaluation of the implementation of MSS implementation achievements.

This guide was prepared with the intention of being a tool to increase the understanding and capacity of local governments in carrying out the stages of implementing MSS, particularly related to the integration of MSS into regional planning and budgeting documents. The purpose of the SPM Leveling Quick Review is to find out a more realistic concept of SPM leveling in dividing roles between the government and local governments according to their authority so that SPM can be fulfilled by regional diversity. Thus, the results of this rapid assessment are expected to make it easier for regions to integrate MSS indicators and synergize them into planning and budgeting documents so that they can be implemented. Meanwhile, for the central government, it can be a monitoring and evaluation tool for the implementation of SPM in the regions.
