Utilise Village Resources to Ensure the Accuracy of Cash Assistance Recipients

The East Lombok District Government has been collecting data on people affected by COVID-19. This data – collected by COVID-19 Task Force volunteers – will help to identify beneficiaries for Village Fund cash assistance.

In Suradadi Village, Terara Sub-district, the Civil Registration Working Group (Pokja Adminduk) assisted data collection by helping manage the completion of legal identity documents of the cash assistance recipients. KOMPAK and the West Nusa Tenggara Child Protection Agency facilitated the training and preparation of the Pokja Adminduk service protocol in partnership with the Population and Civil Registration Office (Dukcapil) of East Lombok District.

According to the Suradadi Village Head, Yakim, many residents did not have a Population Registration Number (NIK). NIK is a requirement for accessing social assistance from the government.

Among them are Yati (90), Niluh (77), and Sarga (91)*. All three are elderly citizens who do not have any livelihood and have not been registered in the Integrated Social Welfare Database (DTKS).

"I do not know anything about legal identity documents. What is that for? I have no idea. I am busy taking care of my life. I do not bother with any government-related affairs," explained Yati.

The Ministry of Villages, Disadvantaged Regions and Transmigration noted that one of the criteria for recipients of the Village Fund cash assistance are those who have not been registered in the DTKS as recipients of government social assistance. Yati, Niluh, and Sarga met these criteria since they do not have a NIK and do not currently receive government support.

Once the data collection was completed, the Pokja Adminduk helped the three elders process their legal identity documents. They helped fill in the forms and then submitted them to the Dukcapil representative office in sub-district. In less than five hours, Yati, Niluh, and Sarga received a Family Card (KK) containing their NIK.

"We involve the Pokja Adminduk in the data collection of prospective cash assistance recipients to ensure its accuracy," Yakim explained, "especially for vulnerable groups such as the elderly, people with disabilities, or women heads of poor families who do not yet have a NIK."

According to Yakim, the Pokja Adminduk, together with the COVID-19 Task Force, will work for six months to collect data and monitor the distribution of cash and other social assistance from the government. Yakim admitted that the service mechanism of the Pokja Adminduk that had been running so far facilitated the data collection of prospective cash assistance recipients so that assistance could be received by those who were entitled.

"I am glad I got help from the village. All my life, this is the first time I can get help from the government," concluded Yati.

The Suradadi Village Government formed the Pokja Adminduk in 2018 to increase ownership of legal identity documents. This working group consisted of nine people (two men and seven women) including village officials, posyandu cadres, youth organisation and community leaders. In 2019, the village government allocated a budget of A$860 to support the Pokja Adminduk.
