Guidelines for Integration of Minimum Service Standards in Regional Planning and Budgeting Documents

This guide was prepared with the intention of being a tool to increase the understanding and capacity of local governments in carrying out the stages of implementing MSS, particularly related to the integration of MSS into regional planning and budgeting documents. The integration of MSS in planning and budgeting documents is an integral part of the implementation of the planning stage for the fulfillment of basic services which forms the basis for the implementation and achievement of targets for meeting basic services in the regions.
