Video Infographic: Cross Sector Harmonization on Basic Services in Sub-Districts

The Government of Indonesia is continuing to reduce poverty through improvements in the access to and the quality of basic services. KOMPAK supports these efforts in the areas of health, education and legal identity building on efforts made over the last few decades through various Australia-Indonesia partnerships. Collaboration and commitment of all stakeholders is key to the achievement of the desired goals. A multi-sector approach on coordination at the district, sub-district and service unit levels is more likely to yield faster improvements in the delivery and access to basic services. This is why KOMPAK is supporting the GoI’s efforts on the Frontline pilot and will endorse and launch the General Guideline of Pelayanan Dasar.

KOMPAK is supporting 5 (five) ministries on a cross-sectoral approach focusing on improving coordination and commitment needed at all these government levels to address the problems at hand. The basic service issues are interrelated and multidimensional and therefore require a national development planning approach that is holistic, integrative, thematic and spatial (HITS). Efforts must be coordinated and implemented from the provincial, district, sub-district, and the village governments to ensure desired improvements are achieved. In order to operationalize this effort, Kecamatan is expected to be a locus of coordination of, both horizontally between kecamatan and service units, and vertically, between other government level. It is because Kecamatan is a hub where frontline services (such as health, education, and legal identity) provide to the community.

A lot of data and information sharing will be necessary for this coordination to work effectively and work has started on KOMPAK’s support to the GoI on the establishment of Village Information System and Kecamatan Dashboard that will offer key operational data and statistics necessary for the operational at the local level. With the support from KOMPAK, BAPPENAS will endorse and launch the General Guideline of Pelayanan Dasar in early 2017, a document that will play an ‘anchor’ role in how collaboration on basic services can be implemented at the national and local level. This will be followed by a joint BAPPENAS-KOMPAK field visit to NTB to explore the potential of synchronization between Village Information System and data sharing in service units to develop Kecamatan Dashboard platform, as an avenue of sharing information among cross-sectors service units at frontline. Even further, it is also expected to strengthen Kecamatan role on monitoring of planning and budgeting process. In this regard also, KOMPAK is supporting the Ministry of Home Affairs’ efforts in accelerating and providing technical advice in developing the Revision of the government regulation on the role of the sub-district (PP 19/2008) in order to unlock and realize the potential of Kecamatans in its enhanced role.

Phases of Village Development Planning (Tahap Perencanaan Pembangunan Desa)

The Village Law has entered its 2nd year of implementation. To ensure the success of the Law’s implementation,  information availability and accessibility and their socialisation for all stakeholders, especially village institutions, cadres and targeted poor and vulnerable groups,  are crucial. By socialising the Law and its implementing regulations, community’s knowledge is strengthened and they can further advocate for their needs through the village development cycle.

Supporting the Coordinating Ministry of Human Development and Culture in collaboration with Ministry of Home Affair, BAPPENAS, Ministry of Finance, Ministry of Village and State Auditor/BPKP, KOMPAK developed  materials related to the Village Law. The materials include animated videos, infographic leaflets, radio fillers, and a guidance handbook. For the animated videos,  three titles have been developed covering three different subjects related to rural development.

Village Financial Management (Pengelolaan Keuangan Desa)
